We're in highschool and it's not like he has a job, but he probably could have bought somthing this week, but he wants to wait until he gets some more money this week, so we can go out, but idk.

I think its acceptable But it can humiliate his self respect,so you should say it the way you wont hurt him. Suggest cooking a romantic dinner in your house,for example.Is it exceptable if i tell my boyfriend he doesn't have to have my valentine's present by valentine's day?
It would be more adult of you if you told him that the only valentines present you need is him.
